Government Consultation Briefing: The Hicklin Test and the Social Media Debate
The Government has issued an invitation for consultation on the historic Obscenity Hicklin Test, particularly the legal standard of material “tending to deprave and corrupt.” This review comes at a time of growing public debate, including proposals to introduce stricter regulation of online content and even to consider banning social media access for children.
To help equip members for meaningful engagement, Pastor Brighton Kavaloh, South England Conference Public Affairs and Religious Liberty (PARL) Coordinator, will lead Part 1 of a historical and legal context presentation examining the origins, implications, and contemporary relevance of the Hicklin Test.
This important Zoom session will take place on Sunday, 22 March 2026, from 2:00–4:00 pm. The discussion aims to provide clarity, legal background, and thoughtful reflection to enable informed participation in the consultation process.
